OCSEA, in conjunction with Franklin University, is offering a seriously discounted Bachelor of Science in Nursing degree that is 100% online. While the RN to BSN degree isn’t free, the cost is one of the lowest of its kind in the country. All dues-paying OCSEA members as well as ALL family members (including extended family) of dues-paying members are eligible for the OCSEA Discounted College benefit.

Discount Bachelor of Science in Nursing

OCSEA has partnered with Franklin University to offer a discounted Bachelor of Science degree in Nursing beginning the Spring 2022 semester. The RN to BSN degree program is 100% online for any Registered Nurse who has their associate degree!!! While the RN to BSN degree isn’t free, tuition is $200 per credit hour, making it one of the lowest cost programs of its kind in the country.

BSN Admission Requirements

All applicants to the Franklin University RN to BSN program must meet ALL the following admission requirements:

  • Be a graduate of an associate nursing degree or diploma in a registered nursing program.
  • Hold a current and unencumbered RN license in the United States.
  • Be a dues-paying OCSEA member (or retiree) or extended family member of an OCSEA dues-paying member (or retiree).
Additional Requirements
  • Eligible, accepted students MUST attend an online group registration event and opt to self-register in their student portal each trimester.
  • Students MUST enroll for at least 6 credits per trimester.

To apply for the OCSEA RN to BSN Franklin University Bachelor's Program, you must be a dues-paying OCSEA union member or related to an OCSEA dues-paying member. Before applying to Franklin University, click the "Confirm Eligibility" button below to access the Discounted Bachelor’s Degree inquiry form and to confirm that you are an OCSEA member or an eligible relative.

Apply for Union Education Trust

If you are an active OCSEA member and a state employee, you can use the Union Education Trust (UET) to help fund the Discounted Bachelor's Program for yourself. Call 800-969-4702, ext. 2645 or email blowe@ocsea.org to confirm eligibility for your union-negotiated UET financial aid. UET Customer Service will guide you through the voucher application process.* UET vouchers and federal aid (see FASFA® section) can be used for the discounted college program.

* MEMBERS ONLY: Once eligibility has been confirmed and you have been accepted to the college or university and have scheduled classes, you can apply for your UET vouchers.

Members and family members interested in the Discounted Bachelor's Program must submit the federal FAFSA® form to apply for additional financial aid.

Any federal grants you receive will be applied to your tuition and fees and textbooks first. If you are an OCSEA member eligible for UET, you can use UET education vouchers to help fund the discounted college program.

To take part in the OCSEA Discounted College Program, you MUST be a dues-paying OCSEA union member or related to an OCSEA member in one of the following ways: child (or step-child), grandchild (or step-grandchild), spouse, financial dependent, niece, nephew, parent, sibling, aunt, uncle or in-law. To be eligible, you must be a licensed RN, with an associate degree.
